Job Description

HKI has established itself as a leader in integrated Neglected Tropical Disease (NTD) control and elimination efforts at the national, regional and global levels and has strong NTD expertise throughout the organization.

The overarching approach guiding HKI’s integrated NTD programs involves both preventive chemotherapy at national scale and morbidity management efforts to mitigate the disability and disfigurement caused by hydrocele, lymphedema and trichiasis.

HKI is leading the implementation of Morbidity Management and Disability Prevention for Blinding Trachoma and Lymphatic Filariasis (MMPD) activities, under a five year, $35 million Cooperative Agreement with USAID.

This activity will provide USAID, the Bureau for Global Health, and the NTD Program with assistance to strengthen MMDP components within national NTD plans and achieve elimination goals for trachoma and lymphatic filariasis (LF), and will assist countries in planning, implementing, and monitoring the scale up of high quality treatment and care services for affected individuals.

Over the five years, the Project aims to make a significant impact on the capacity of countries to enhance MMDP efforts by supporting a stronger human resource pool, aiding access to trainings and internationally recognized best practices, and strengthening of data capture and monitoring and evaluation systems.

The project will support the development of country-owned strategic plans that focus on increased quality and quantity of surgery and service provision, and support delivery of surgery and lymphedema management.

A cornerstone of the project will also be the documentation and promoting of best practices and impact of the project, providing global leadership to the MMDP community.

HKI is seeking a Capacity Strengthening and Technical Support Specialist to support all countries in their adaption and adoption of preferred practices and global standards for TT and LF activities, strengthen the quality of trainings and supervision at all levels of the health system support countries in their roll out of the various training initiatives promoted by the Project, and assist with program implementation as needed.

This position will also assist in backstopping MMDP activities in Ethiopia.

Functional Relationships

Reporting to the Project Director, the Capacity Strengthening and Technical Support Specialist will work closely with the Technical Director, the M&E Specialist and the Regional Program Manager to create synergies and avoid duplication.

HKI has a matrixed reporting structure that respects both the line management and authority within country office hierarchies, and the accountability and oversight duties of colleagues at the regional and headquarters level (especially for multi-country grants).

This requires regular communication among colleagues and an ongoing effort to clarify who is responsible and / or accountable for outcomes and who must be consulted and / or informed along the way.

Scope of the Position

This position will provide technical and programmatic support to the Ministries of Health of MMDP target countries and the various partners to ensure the necessary capacity to achieve both the quantity and high quality of outcomes targeted by the Project.

  • The main areas of support include : assessing country needs; promoting and advising on the development of national capacity-building strategies and operational plans for MMDP;
  • promoting and advising on the global standards leading countries through a process of adopting and adapting preferred practices;
  • supervising and assuring the quality of capacity strengthening activities; developing and assisting with capacity strengthening workshops;
  • and, identifying and arranging technical assistance as needed. This position will also provide program management and technical backstopping to the MMDP Project in Ethiopia.

    The successful candidate will be based in HKI’s regional office in Dakar, Senegal. It is estimated the position will require approximately 40% international travel.

    Though the focus will be on the MMDP Project countries, assistance to other endemic countries may also be required.


  • Provide global leadership in capacity strengthening for NTD related morbidity management and disability prevention;
  • Provide technical support to MMDP program and non-program countries (as requested);
  • Design and facilitate the assessment of capacity strengthening needs within regional, national or local contexts;
  • Work with ministries of health and partners to develop capacity building strategies and accompanying operational plans;
  • Develop and assist in a national process for the adoption and adaptation of TT and LF morbidity preferred practices;
  • Provide assistance to countries to design strategic behavior change initiatives to increase uptake of TT, hydrocele and lymphedema services;
  • Provide quality assurance to the project at global and national levels and ensure that WHO standards are understood and being applied;
  • Coordinate and collaborate with the Technical Director, the M&E Specialist and the Regional Program Manager;
  • Develop a monitoring and evaluation tool for capacity strengthening;
  • Identify and secure technical assistance for capacity strengthening to ensure 2020 goals are achieved;
  • Support the scale-up of MMDP Project activities in Ethiopia.
  • Qualifications

  • Masters or doctoral degree in public health or related social science field such as communication, education, or anthropology; plus
  • A minimum of ten years of increasing responsibility in the field of international health; or equivalent combination of education and experience.
  • Two to three years of experience in capacity strengthening initiatives working with Ministries of Health and other government and non-governmental partners;
  • Experience in trichiasis or LF morbidity management programs preferred;
  • Experience working in the field of NTDs strongly preferred;
  • Demonstrated ability to develop and facilitate effective capacity building workshops;
  • Knowledge of and experience with monitoring and evaluation of health programs;
  • Excellent interpersonal skills and the ability to interact professionally with culturally and linguistically diverse staff;
  • Excellent written and oral communication skills, including fluent written and spoken English and French;
  • Experience in dealing with a diverse group of stakeholders representing government, civil society, international organizations, community and political leaders, and others.
  • An ability to work in challenging and changing environments, and to see through challenges to find solutions
  • Excellent computer literacy in Word, Excel, and Outlook.
  • Ability and willingness to undertake international travel (up to 40%).
  • The initial contract is for two years with possibility of renewal.
