Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region.

Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve : fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free.

Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services.

More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference? This specific assignment of the strategic planning and monitoring advisor is to support the planning, monitoring and evaluation capability within the Ministry and provide advice on and build capacity for the implementation of the functional reviews, capacity assessments, capacity development and the development of relevant policies, regulations and standards and establishment of administrative and M&E processes and performance standards for the Ministry of Labour and Social Development (MoLSD).

Attention will be paid to gender mainstreaming across all activities.

The advisor will be working with the MoLSD and other government and international partners. The advisor will report to the Undersecretary of the MoLSD and will also maintain a secondary administrative reporting line to Chief Social Policy in UNICEF Sudan.

Basic Objectives of Consultancy / Contractor Assignment : To provide inputs, advice, and good practices from relevant contexts including international and regional experiences on designing and implementing functional reviews, capacity assessments, and capacity development of the MoLSD.

To provide inputs, advice and good practices from relevant contexts including international and regional experiences and development of relevant policies, regulations and standards, as well as establishing administrative and M&E processes and performance standards.

To organize and deliver hands on training and knowledge sharing and knowledge transfer to staff members of the MoLSD on strategic planning and monitoring and results-based management.

To supplement, boost and provide direct technical support to the MoLSD Policies and Planning Directorate.

To qualify as an advocate for every child you will have Minimum Master’s degree in Economics, Development Studies, Public Finance or other relevant discipline from a recognized university.

Minimum 10 years of experience in the development sector, with at least 7 years in the field of poverty reduction, social protection and related issues.

Minimum 5 years of working experience in economics, development studies or other fields of social science, research, analysis and / or application of social protection.

  • Understanding of poverty dynamics, social protection principles and their application to current national economic and development issues;
  • demonstrated experience in policy analyses and poverty research.Proven ability to produce reports and / or research papers on poverty and social protection issues.

  • Experience of working with national governments and / or the donor community.Experience in policy support and advocacy; familiarity with social policy circles in Sudan;
  • and / or experience in the economics research community.Demonstrated experience in capacity building / knowledge transfersKnowledge of children’s rights, including CRC and other international legal Instruments such as the Convention on the Rights of the Child (CRC), World Fit for Children, and the Sustainable Development Goals (SDGs)Demonstrated proficiency with Microsoft Word, Excel, PowerPoint, Access and other relevant management software.

    Excellent communication skills, both verbal and written, in English and Arabic
